This conversation is the third program in a three-part series convening contributing authors from The Milbank Quarterly’s special issue celebrating its 100th anniversary, titled, “Policy, Governance, and Structural Determinants of Health."

 The first session is “Public Health Systems and Structures” and the second session, “Population Health: Major Challenges.”

Felice J. Freyer is a health care reporter for The Boston Globe, where she has covered almost every aspect of health and medicine, with a focus on public health, mental health and addiction. During the pandemic she embedded at a hospital ICU, revealed the plight of people with long COVID, and tracked the vaccine roll-out. Before the pandemic, she wrote series on chronic pain and on recovery from addiction. Previously, Freyer was the medical writer for The Providence (R.I.) Journal. She is president of the Association of Health Care Journalists, the world’s largest organization of reporters and editors who cover health care.

  • Tyson H. Brown is an Associate Professor of Sociology at Duke University, where he holds the W.L.F. endowed chair. His program of research examines the who, when, and how questions regarding racial inequities in wealth and health. Dr. Brown has authored numerous articles in leading journals in the fields sociology, demography and population health (CV), and his research contributions have been recognized with awards from the American Sociological Association and through keynote addresses and research invitations from the National Academies of Sciences, Engineering, and Medicine (NASEM). In addition, Brown was the inaugural Duke Presidential Fellow, the recipient of Duke University’s Thomas Langford Award, and was a resident fellow at Oxford University. He has also been awarded funding for his training and research from the Robert Wood Johnson and Ford Foundations as well as the National Institutes of Health. Brown is currently working on several projects that investigate macro-level factors and psychosocial mechanisms that underlie social inequalities in health. The first project is on the conceptualization and measurement of structural racism and its effects on population health. The second project uses robust analytic techniques to quantify the contributions of structurally-rooted socioeconomic adversity and stress processes to racial inequities in health. Professor Brown is actively engaged in service at the university and national level. He has served in leadership position within professional organizations, including on the Board of Directors of the Population Association of America as well as on the editorial boards of top journals such as Social Forces, Demography, Social Psychology Quarterly, and the Journal of Health and Social Behavior. Brown also founded and co-organizes Duke’s Writing and ReseArch Productivity (WRAP) Group, which aims to promote excellence in scholarship and support Black faculty by creating protected writing time and a space that enhances faculty inclusion. In addition, professor Brown enjoys serving as a mentor to Duke students and postdocs as well as to early career scientists through programs funded by Russell Sage and Robert Wood Johnson Foundations to build the pipeline of future scholars.

Gostin is University Professor, Georgetown University’s highest academic rank conferred by the University President. Prof. Gostin directs the O’Neill Institute for National and Global Health Law and is the Founding O’Neill Chair in Global Health Law. He served as Associate Dean for Research at Georgetown Law from 2004 to 2008. He is Professor of Medicine at Georgetown University and Professor of Public Health at the Johns Hopkins University. Prof. Gostin is the Director of the World Health Organization Collaborating Center on National and Global Health Law. The WHO Director-General has appointed Prof. Gostin to high-level positions, including the International Health Regulations (IHR) Roster of Experts and the Expert Advisory Panel on Mental Health. He served on the Director-General’s Advisory Committee on Reforming the World Health Organization, as well as numerous WHO expert advisory committees, including on the Pandemic Influenza Preparedness Framework, smallpox, genomic sequencing data, migrant health, and NCD prevention. He served on the WHO/Global Fund Blue Ribbon Expert Panel: The Equitable Access Initiative to develop a global health equity framework. He co-chaired the Lancet Commission on Global Health Law. Professor Gostin has been at the center of public policy and law through multiple epidemics from AIDS and SARS, to Ebola, MERS, and Zika. He currently works closely with the Biden administration and global institutions like WHO, the World Bank, and Gavi on the COVID-19 response. He served on two global commissions to report on the lessons learned from the 2015 West Africa Ebola epidemic. He was also senior advisor to the United Nations Secretary General’s post-Ebola Commission. Prof. Gostin also served on the drafting team for the G-7 Summit in Tokyo 2016, focusing on global health security and Universal Health Coverage. Prof. Gostin holds multiple international academic professorial appointments, including at Oxford University, the University of Witwatersrand (South Africa), and Melbourne University. Prof. Gostin served on the Governing Board of Directors of the Consortium of Universities for Global Health. Prof. Gostin holds editorial appointments in leading academic journals throughout the world. He is the Legal and Global Health Correspondent for the Journal of the American Medical Association. He was also Founding Editor-in-Chief of Laws (an international open access law journal). He was formally the Editor-in-Chief of the Journal of Law, Medicine & Ethics. Prof. Gostin holds several honorary degrees. In 1994, the Chancellor of the State University of New York conferred an Honorary Doctor of Laws Degree. In 2006, Her Majesty Queen Elizabeth II and the Vice Chancellor awarded Cardiff University’s (Wales) highest honor, an Honorary Fellow. In 2007, the Royal Institute of Public Health (United Kingdom) appointed Prof. Gostin as a Fellow of the Royal Society of Public Health (FRSPH). In 2012, the Chancellor of the University of Sydney – on the nomination of the Deans of the Law and Medical Schools – conferred a Doctor of Laws (honoris causa), presided by two Justices of Australia’s highest court—Justices Kirby and Haydon. In 2021, The Faculty of Public Health (United Kingdom) elected Prof. Gostin as an Honorary Member. Prof. Gostin is an elected lifetime Member of the National Academy of Medicine/National Academy of Sciences. He has served on the National Academy’s Board on Health Sciences Policy, the Board on Population Health, the Human Subjects Review Board, and the Committee on Science, Technology, and Law. He currently serves on the National Academies of Sciences Engineering, and Medicine, Board on Global Health. Gostin chaired the National Academy’s Committee on Global Solutions to Falsified, Substandard, and Counterfeit Medicines. He has chaired National Academy Committees on national preparedness for mass disasters, health informational privacy, public health genomics, and human subject research on prisoners. Prof. Gostin is also a Member of the Council on Foreign Relations and Fellow of the Hastings Center. In 2016, President Obama appointed Prof. Gostin to a six-year term on the President’s National Cancer Advisory Board to advise the nation on cancer prevention, research, and policy. He also serves on the National Institutes of Health Director’s Advisory Committee on the ethics of public/private partnerships to end the opioid crisis. Prof. Gostin has led major law reform initiatives in the U.S., including drafting the Model Emergency Health Powers Act (MEHPA) to combat bioterrorism (following the post-9/11 anthrax attacks) and the “Turning Point” Model State Public Health Act. He also spearheaded the World Health Organization and International Development Law Organization’s major report, Advancing the Right to Health: The Vital Role of Law. Prof. Gostin’s proposal for a Framework Convention on Global Health – an international treaty ensuring the right to health – is now part of a global campaign, endorsed by the UN Secretary-General and Director of UNAIDS. In the United Kingdom, Lawrence Gostin was the Legal Director of the National Association for Mental Health, Director of the National Council of Civil Liberties (the UK equivalent of the ACLU, now called “Liberty”), and a Fellow at Oxford University. He led Liberty during its 50th anniversary, started by George Orwell and EM Forster. He helped draft the Mental Health Act (England and Wales) and brought landmark cases before the European Court of Human Rights. Prof. Gostin’s books include: Global Health Security: A Blueprint for the Future (Harvard University Press, 2021); Global Health Law (Harvard University Press, 2014); Public Health Law: Power, Duty, Restraint (University of California Press, 3rd ed., 2016); Public Health Law and Ethics: A Reader (University of California Press, 3rd ed., 2018); Foundations of Global Health Law and Human Rights (Oxford University Press, 2020); Human Rights in Global Health: Rights-Based Governance for a Globalizing World (Oxford University Press, 2018); Law and the Health System (Foundation Press, 2014); Principles of Mental Health Law & Practice (Oxford University Press, 2010). Gostin’s classic text, Global Health Law (Harvard University Press, 2014) is read throughout the world—translated and published in both simplified and traditional Chinese, in Korean, and in Spanish. Paul Farmer, Partners in Health, says of his book: Global Health Law is “more than the definitive book on a dynamic field. Gostin harnesses the power of international law and human rights as tools to close unconscionable health inequities — the injustices that burden marginalized populations throughout the world. Gostin presents a forceful vision, one that deserves a wide embrace.” In a 2012 systematic empirical analysis of legal scholarship, independent researchers ranked Prof. Gostin 1st in the nation in productivity among all law professors, and 11th in in impact and influence. A 2017, 2018, and 2018 systematic empirical analysis all ranked Prof. Gostin 1st in the nation for citations and impact in health law.

    James B. Hudak Professor of Health Policy, Gerald R. Ford School of Public Policy, University of Michigan

  • Paula Lantz is the James B. Hudak Professor of Health Policy at the University of Michigan’s Gerald R. Ford School of Public Policy. She is also director of the Ford School’s BA program and holds an appointment as professor of health management and policy in the School of Public Health. Lantz, a social demographer/social epidemiologist, studies the role of public policy in improving population health and reducing social disparities in health. Lantz is currently engaged in research regarding abortion policy, housing policy, and on how COVID-19 continues to exacerbate existing social, economic, and health inequities in the United States. An elected member of the National Academy of Social Insurance and the National Academy of Medicine, Lantz received an MA in sociology from Washington University, St. Louis, and an MS in epidemiology and PhD in sociology with a focus on social demography from the University of Wisconsin.

    Assistant Professor of Public Health and Chicano/Latino Studies, University of California Irvine

  • Alana M.W. LeBrón, Ph.D., M.S., is an Assistant Professor of Public Health and Chicano/Latino Studies at the University of California, Irvine. She received her Ph.D. from the University of Michigan School of Public Health, her M.S. in Public Health from the Harvard T.H. Chan School of Public Health, and her A.B. in Gender and Women’s Studies from Bowdoin College. She completed her postdoctoral research fellowship at the National Center for Institutional Diversity at the University of Michigan. Dr. LeBrón’s research focuses on how policy, systems, and environmental factors shape health inequities and studies community-driven interventions designed to remedy unequal systems and mitigate health inequities. Much of Dr. LeBrón’s scholarship focuses on structural racism and health, including immigration-related structural barriers and stressors, racial discrimination, exposure to toxic substances, and health care inequities on health inequities among predominantly Latiné, immigrant, and low-income communities.

  • Georges C. Benjamin is known as one of the nation’s most influential physician leaders because he speaks passionately and eloquently about the health issues having the most impact on our nation today. From his firsthand experience as a physician, he knows what happens when preventive care is not available and when the healthy choice is not the easy choice. As executive director of APHA since 2002, he is leading the Association’s push to make America the healthiest nation. He came to APHA from his position as secretary of the Maryland Department of Health and Mental Hygiene. Benjamin became secretary of health in Maryland in April 1999, following four years as its deputy secretary for public health services. As secretary, Benjamin oversaw the expansion and improvement of the state’s Medicaid program. Benjamin, of Gaithersburg, Maryland, is a graduate of the Illinois Institute of Technology and the University of Illinois College of Medicine. He is board-certified in internal medicine and a master of the American College of Physicians, a fellow of the National Academy of Public Administration, a fellow emeritus of the American College of Emergency Physicians, an honorary fellow of the Faculty of Public Health and an honorary fellow of the Royal Society of Public Health. An established administrator, author and orator, Benjamin started his medical career as a military physician in 1978 where he trained in internal medicine at the Brooke Army Medical Center. In 1981 he was assigned to the Madigan Army Medical Center in Tacoma, Washington, where he managed a 72,000-patient visit ambulatory care service as chief of the Acute Illness Clinic and was faculty and an attending physician within the Department of Emergency Medicine. A few years later, he was reassigned to the Walter Reed Army Medical Center in Washington, D.C., where he served as chief of emergency medicine. After leaving the Army, he chaired the Department of Community Health and Ambulatory Care at the District of Columbia General Hospital. He was promoted to acting commissioner for public health for the District of Columbia and later directed one of the busiest ambulance services in the nation an interim director of the Emergency Ambulance Bureau of the District of Columbia Fire Department. His academic career has consisted of the full range of academic endeavors from teaching, policy research and academic program development and management. Benjamin has combined his practice and academic experience as an emergency physician with public health to become one of the nation’s experts in public health emergency preparedness. At APHA, Benjamin also serves as publisher of the nonprofit’s monthly publication, The Nation’s Health, the association’s official newspaper, and the American Journal of Public Health, the profession’s premier scientific publication. He is the author of more than 200 scientific articles and book chapters. His recent book Public Health Under Siege: Improving Policy in Turbulent Times explores the impact of policy on our nation’s health and offers specific actions to improve health and extend life expectancy. He is also the author of The Quest for Health Reform: A Satirical History is an exposé of the nearly 100-year quest to ensure quality affordable health coverage for all using political cartoons. Benjamin is an active member of the National Academy of Medicine (Formally the Institute of Medicine) of the National Academies of Science, Engineering and Medicine. and the National Academy of Public Administration. He serves on the boards of many nonprofit organizations including Research!America, the Truth Initiative, the Reagan-Udall Foundation for the FDA, the Environmental Defense Fund and Ceres. Dr. Benjamin is also a former member of the National Infrastructure Advisory Council, a council that advises the president on how best to assure the security of the nation’s critical infrastructure. In 2008, 2014 and 2016 he was named one of the top 25 minority executives in health care by Modern Healthcare Magazine, in addition to being voted among the 100 most influential people in health care from 2007-2018 and in 2021-2022.

  • Magdalena Cerdá

    Professor and Director, Center for Opioid Epidemiology and Policy, NYU Grossman School of Medicine

  • Magdalena Cerdá is a Professor and Director of the Center for Opioid Epidemiology and Policy, at the Department of Population Health at NYU Grossman School of Medicine. She obtained her doctorate from the Harvard University School of Public Health in 2006, and is a former Robert Wood Johnson Health and Society Scholar. Her research focuses on the effects that state and national drug and health policies have on substance abuse trends, and on the ways the urban context shapes violence. Current funded research focuses on the impact that national, state and local cannabis, opioid prescribing and harm reduction laws and programs have on substance use and overdose in the United States. In addition, she is evaluating the impact that urban violence prevention programs have on firearm violence in cities across the United States.

  • Mateo Farina

    Postdoctoral Scholar, USC Davis School of Gerontology; Research Affiliate, University of Texas at Austin

  • Mateo Farina is a Postdoctoral Scholar at the University of Southern California Davis School of Gerontology and will be an Assistant Professor in Human Development and Family Sciences at the University of Texas at Austin in Fall 2023. His research interests include life course origins of cognitive and biological aging, examining race inequalities in later life health, and evaluating social determinants of health (especially education). Supported by an NIA K99 grant, his current work examines the role of epigenetics in impacting cognitive health and aging in later life.

  • Amruta Nori-Sarma

  • Amruta Nori-Sarma is an Assistant Professor in the Environmental Health Department at Boston University School of Public Health, where she studies the relationship between environmental exposures associated with climate change and health outcomes in vulnerable communities. Her previous work has examined the impact of heat waves and air pollution on health in vulnerable communities in India, South Korea, and across the US. Her current research aims to understand the impacts of interrelated extreme weather events on mental health across the US utilizing large claims datasets. She also has an interest in evaluating the success of policies put in place to reduce the health impacts of climate change.

Her current research focuses on ethical and societal challenges arising from population aging; the bioethics of migration, and responding to and learning from the Covid-19 pandemic. She has longstanding research interests in decision-making and care in serious illness and near the end of life; the management of problems of safety and harm in health systems, and the moral dimensions of care work. She directs The Hastings Center’s Visiting Scholar Program, including the Sadler Scholars Program for doctoral students from underrepresented communities, here. Highlights of current and recent work: Bioethics for aging societies: Since 2016, Berlinger has overseen the development of research projects and public-facing work exploring the consequences of population aging, with close attention to what it means to flourish in late life, how to support experiences such as living with dementia, and how to apply concepts and data from housing-focused research and policy analysis to conceptualizing aging in community.

  • Colleen M. Flood is a Professor in the Faculty of Law at the University of Ottawa and University Research Chair in Health Law & Policy. In addition, she serves as the inaugural director of the university’s Centre for Health Law, Policy and Ethics. From 2006-2011, she was also a Scientific Director of the Institute for Health Services and Policy Research, one of the Canadian Institutes of Health Research. Professor Flood has pushed the boundaries of health law beyond its traditional focus to illuminate law’s role in the broad web of relationships within health systems. Her comparative research has brought new insights and knowledge to Canadian and global debates over privatization, health system design and governance, and the role of courts in defending rights in health care. She is the author/editor of 10 books (two of which are in multiple editions) and publishes broadly in academic journals and for the popular press. Her two most recent books are: The Right to Health at the Public/Private Divide (co-edited with Aeyal Gross, 2014) and Law & Mind: Mental Health Law and Policy in Canada (co-edited with Jennifer Chandler, 2016). Most recently, she was elected as a fellow of the Royal Society of Canada. In 2013, she was appointed an honorary member of the College of Family Physicians of Ontario. Colleen M. Here’s How to Respond, which was used to support the passage of Connecticut House Bill No. 6662, that declares racism as a public health crisis as well as cited in the American Psychological Association Resolution to Combat Racism and in the 2020 Health Equity report for Boone County, MO. He is an American Cancer Society Clinical Research Professor, editor for the Annals of Family Medicine and serves as chair-elect for the Board of OCHIN a not-for-profit health information and innovation network. At the Nova Institute for Health, he is a Scholar. He practices at Neighborhood Family Practice a federally-qualified community health center in Cleveland, Ohio.   • Dr. Beth McGinty studies how health policies affect vulnerable populations with complex health and social needs, including people experiencing mental illness, substance use disorder, chronic pain, and others. Her work is characterized by integrating approaches from the fields of public policy, health economics, and implementation science to understand how policies affect population health. Dr. McGinty’s research has been funded by NIH, CDC, and foundations including the Commonwealth Fund and Arnold Ventures. She has served on multiple prominent advisory groups including a United Nations technical consultation panel on stigma reduction and drug use, a White House Task force on suicide prevention, and on the Joseph R. Biden campaign behavioral health committee. Dr. McGinty holds a Master of Science from Columbia University and a doctorate in health and public policy from Johns Hopkins Bloomberg School of Public Health. Prior to joining Weill Cornell Medicine in 2022, she was a professor and the associate chair for research and practice in the Department of Health Policy and Management at the Johns Hopkins Bloomberg School of Public Health, as well as the director of the Johns Hopkins Center for Mental Health and Addiction Policy and the Johns Hopkins ALACRITY Center for Health and Longevity in Mental Illness.

  • Tiffany N. Ford, MPH, PhD conducts mixed methods well-being research that examines gendered racism in the health, economic, and social lives of Black people in the United States and considers how racism operates via policy, governance, and social norms to unequally distribute the things we need to be well. Ford earned her PhD in Policy Studies from the University of Maryland College Park, is an alum of the UIC School of Public Health Community Health Sciences division, and completed her undergraduate training at the University of Miami. Dr. Ford’s policy writing is informed by her power-building and sharing relationships with community-based organizations, community-led coalitions, and individuals most impacted by structural oppression. These ongoing connections inform her work which traverses the social and structural determinants of health and well-being and policy interventions to advance health equity at institutional, systems, local, and state levels.

Churchwell, MD, is the President and Chief Executive Officer of Boston Children’s Hospital, providing leadership, vision, and oversight for a team that’s dedicated to improving and advancing child health through their life-changing work in clinical care, research and innovation, medical education, and community engagement. Since joining Boston Children’s as its Executive Vice President of Health Affairs Chief Operating Officer in 2013, Dr. Churchwell has been instrumental in leading the hospital’s work to become a High Reliability Organization, one where zero avoidable harm impacts any patient, family member, or employee. He has brought to Boston the same passion for enhancing the patient family experience that defined his tenure as CEO of both Nemours/Alfred I. duPont Hospital for Children in Wilmington, DE, and Monroe Carell Jr. Children’s Hospital, part of the Vanderbilt University Medical Center in Nashville, TN. An advocate for equity, diversity and inclusivity, Dr. Churchwell is responsible for establishing three of the 11 Offices of Health Equity and Inclusion at hospitals across the U.S. and Canada, including the Office at Boston Children’s, which he founded in 2016. With the publication of Boston Children’s own Declaration for Equity, Diversity and Inclusivity in 2020, Dr. Churchwell has committed to the work required to make Boston Children’s a community that’s made stronger by our differences, and a leader in equity for all.   • Dr. Nancy López is professor of sociology, University of New Mexico. Dr. López co-founded/directs the Institute for the Study of “Race” and Social Justice and she is the founding coordinator of the New Mexico Statewide Race, Gender, Class Data Policy Consortium (Visit: race.unm.edu). Dr. López currently serves as Associate VP for the Division of Equity & Inclusion. Her scholarship and teaching are guided by the insights of intersectionality–the simultaneity of tribal status/settler colonialism race/structural racism, gender/heteropatriarchy, class/capitalism, ethnicity/nativism, sexuality/heterosexism as systems of oppression/resistance across a variety of social outcomes (education, health, employment, wealth and housing) and the importance of developing contextualized community-driven solutions that advance justice. Dr. López has been recognized for her contributions to engaged scholarship through the American Sociological Association William Foote Whyte Distinguished Career Award for Sociological Practice and Public Sociology. Dr. López has received funding from the National Institutes of Health that resulted in an edited volume, Mapping ”Race”: Critical Approaches for Health Disparities researchers where she talks about “pregnant while Black” and the racialized gendered social determinants of health. She is also coined the term “street race” as a measure of race the myth or race as biology, genetic ancestry or culture and instead focuses on race as social relationship of power that is not just about your personal identity (See conversation.com essay entitled the Census Bureau Keeps Confusing Race and Ethnicity and publications in Sociology of Race and Ethnicity and Critical Public Health Journals). Her current research funded by the WT Grant Foundation and the Hewlett Foundation includes a mixed method study in three research practice partnerships that examines the role of ethnic studies curriculum and culturally relevant pedagogy in reducing complex intersectional inequalities in high school (Albuquerque, San Francisco and Los Angeles. She has served on over 75 PhD/MA committees and she given over 130 seminars on at national conferences, invited lectures and community gatherings. She a Black Latina, the New York City-born daughter of Dominican immigrants parents who didn’t have an opportunity to go beyond a second grade education but were rich in funds of knowledge and cultural wealth. She grew up in public housing and graduated from a de facto segregated public high school. Spanish is Dr. López’s first language; she participated in Head Start and Upward Bound both federally funded programs designed to equity lifts for those who have historically been excluded from educational opportunities.

Malik’s research has been featured in or cited by The New York Times, Vox, The Washington Post, NPR, Slate, CNNBusiness, and CNBC, among others. Prior to joining American Progress, Malik was a government affairs and communications associate for the Metropolitan Waterfront Alliance, an organization with the goal of making the New York Harbor a shared, resilient, and accessible resource for all New Yorkers. Malik holds a master’s degree in public policy from the Gerald R. Ford School of Public Policy at the University of Michigan and a bachelor’s degree in public affairs from Baruch College.   • Terrinieka W. Powell, PhD, is an Associate Professor and Vice Chair for Inclusion, Diversity, Anti-Racism and Equity in the Department of Population, Family and Reproductive Health at Johns Hopkins Bloomberg School of Public Health (JHSPH). After earning her BA in Psychology from Williams College, she earned her MA and PhD from DePaul University in Community Psychology. She spent two years as a Kellogg Health Scholars Postdoctoral Fellow at the University of Michigan School of Public Health before joining the faculty JHSPH. She has expertise in adolescent health, qualitative methods, intervention development and implementation science. Her research activities, publications and funding history all demonstrate her commitment to improving the lives of vulnerable young people. Dr. Powell leads the B Lab, a Baltimore-based research team helping to create a world where all youth are safe, healthy, hopeful and connected. Partnerships with churches, schools, libraries, families, and community-based organizations are a cornerstone of her research. She has collaborated with institutions across several states to prevent substance use and sexual risk-taking among young people. With partners, she creates interventions that are sustainable and take into account the social context of the environments. Most recently, she led the development of the Better Together (BT) intervention, an age-appropriate, culturally relevant 8-session library-based intervention designed to prevent early substance use among Black youth affected by parental drug use. Her goal is to ensure that youth, especially those affected by trauma, have multiple pathways to achieve optimal health.

She has 20 years of experience in Medicaid policy research and is an expert in data analysis on insurance coverage and access to care for the low-income population. She also has conducted work in public financing for behavioral health services for low-income populations. Prior to joining KFF, Dr. Garfield was an Assistant Professor in the Department of Health Policy and Management at the University of Pittsburgh Graduate School of Public Health; she has also held positions as a policy analyst in Medicaid/CHIP policy and research consultant for hospital operations and management. Dr. Garfield has a BA from Harvard College, holds an M.H.S. in health policy from the Johns Hopkins School of Public Health, and received her PhD in health policy from Harvard University.

  • Dr. Lu possesses decades of expertise in maternal and child health policy. He is currently dean of the school of public health at the University of California, Berkeley, and previously a senior associate dean at the Milken Institute School of Public Health at George Washington University. Lu served as director of the federal Maternal and Child Health Bureau under the Obama Administration. During his tenure, he transformed key federal programs in maternal and child health, and launched major initiatives to reduce maternal, infant, and child mortality across the nation. He oversaw the launch and expansion of the federal Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program. For his leadership, he was awarded the prestigious U.S. Department of Health and Human Services’ Hubert H. Humphrey Service to America Award in 2013. Prior to his public service, Lu was a professor of obstetrics-gynecology and public health at UCLA, where his research focused on racial-ethnic disparities in birth outcomes from a life-course perspective. He co-directed the residency program in obstetrics and gynecology and a training grant in maternal and child health, and received several prestigious awards for his teaching. As a practicing obstetrician for nearly two decades, he has attended more than 1000 births, and has been voted one of the Best Doctors in America since 2005. Lu has served on three National Academy of Medicine Committees, and co-authored the recently released report Vibrant and Healthy Kids: Aligning Science, Practice, and Policy to Advance Health Equity. Lu received his bachelor’s degrees in political science and human biology from Stanford University, master’s degrees in health and medical sciences and public health from UC Berkeley, medical degree from UC San Francisco, and residency training in obstetrics and gynecology from UC Irvine.

  • Catherine Coleman Flowers is an internationally recognized environmental activist, MacArthur “genius” grant recipient, and author. She has dedicated her life’s work to advocating for environmental justice, primarily equal access to clean water and functional sanitation for communities across the United States. Founder of the Center for Rural Enterprise and Environmental Justice (CREEJ), Flowers has spent her career promoting equal access to clean water, air, sanitation, and soil to reduce health and economic disparities in marginalized, rural communities. In addition, Flowers serves as Rural Development Manager for Bryan Stevenson’s Equal Justice Initiative (EJI), is a Board Member for the Center for Earth Ethics at Union Theological Seminary, and sits on the Board of Directors for the Climate Reality Project and the Natural Resources Defense Council. Flowers is also Co-Chair of the American Academy of Arts and Sciences Commission on Accelerating Climate Action and Practitioner in Residence at Duke University. In 2021, her leadership and fervor in fighting for solutions to these issues led her to one of her most notable appointments yet — Vice Chair of the Biden Administration’s inaugural White House Environmental Justice Advisory Council. Flowers was also named Levenick Resident Scholar in Sustainable Leadership at the University of Illinois for the spring 2021 and was awarded an honorary PhD in science from Wesleyan University. As the author of Waste: One Woman’s Fight Against America’s Dirty Secret, Flowers shares her inspiring story of advocacy, from childhood to environmental justice champion. She discusses sanitation and its correlation with systemic class, racial, and geographic prejudice that affects people across the United States. She has been featured in The New York Times, The Washington Post, Bloomberg, The Guardian, and on PBS.

  • Sandro Galea, a physician, epidemiologist, and author, is dean and Robert A. Knox Professor at Boston University School of Public Health. He previously held academic and leadership positions at Columbia University, the University of Michigan, and the New York Academy of Medicine. He has published extensively in the peer-reviewed literature, and is a regular contributor to a range of public media, about the social causes of health, mental health, and the consequences of trauma. He has been listed as one of the most widely cited scholars in the social sciences. He is chair of the board of the Association of Schools and Programs of Public Health and past president of the Society for Epidemiologic Research and of the Interdisciplinary Association for Population Health Science.       • Elizabeth Warren, a fearless consumer advocate who has made her life’s work the fight for middle class families, was elected to the United States Senate on November 6, 2012, by the people of Massachusetts. Elizabeth is recognized as one of the nation’s top experts on bankruptcy and the financial pressures facing middle class families, and the Boston Globe has called her “the plainspoken voice of people getting crushed by so many predatory lenders and under regulated banks.” She is widely credited for the original thinking, political courage, and relentless persistence that led to the creation of the Consumer Financial Protection Bureau. President Obama asked her to set up the new agency to hold Wall Street banks and other financial institutions accountable, and to protect consumers from financial tricks and traps often hidden in mortgages, credit cards and other financial products. In the aftermath of the 2008 financial crisis, Warren served as Chair of the Congressional Oversight Panel for the Troubled Asset Relief Program (TARP). Her independent and tireless efforts to protect taxpayers, to hold Wall Street accountable, and to ensure tough oversight of both the Bush and Obama Administrations won praise from both sides of the aisle. The Boston Globe named Elizabeth Warren Bostonian of the Year and TIME Magazine called her a “New Sheriff of Wall Street” for her oversight efforts. During her campaign for the Senate, Elizabeth promised to fight for middle class families and to make sure that everyone has a fair shot to get ahead. She called for policies that would level the regulatory playing field for small businesses and ensure that everyone – even large and powerful corporations – pays a fair share in taxes and is held accountable for breaking the law. Endorsing Elizabeth’s candidacy, the New Bedford Standard-Times said, “Elizabeth Warren has it right on all the things that matter most to us in SouthCoast and across Massachusetts,” with “principles that without a doubt, promote the well-being of the middle class.” The Boston Globe called Elizabeth “a fierce advocate for the lot of working families, creating educational opportunities, and expanding medical research.” The Springfield Republican said, “We need a voice for working families in Washington again. Elizabeth Warren will give us that voice.” Senator Warren was a law professor for more than 30 years, including nearly 20 years as the Leo Gottlieb Professor of Law at Harvard Law School. The graduating class at Harvard twice recognized her with the Sacks-Freund Award for excellence in teaching. She taught courses on commercial law, contracts, and bankruptcy and wrote more than a hundred articles and ten books, including three national best-sellers, A Fighting Chance, The Two-Income Trap, and All Your Worth. National Law Journal named her one of the Most Influential Lawyers of the Decade, TIME Magazine has named her one of the 100 most influential people in the world four times, and she has been honored by the Massachusetts Women’s Bar Association with the Lelia J. Robinson Award. Elizabeth learned first-hand about the economic pressures facing working families, growing up in a family she says was “on the ragged edge of the middle class.” She got married at 19, and after graduating from college, started teaching in elementary school. Her first baby, a daughter Amelia, was born when Elizabeth was 22. When Amelia was two, Elizabeth started law school. Shortly after she graduated, her son Alex was born. Elizabeth hung out a shingle and practiced law out of her living room, but she soon returned to teaching. Elizabeth is a graduate of the University of Houston and Rutgers School of Law. Elizabeth and her husband Bruce Mann have been married for 38 years and live in Cambridge, Massachusetts with their golden retriever, Bailey. They have three grandchildren.

      • Dustin T. Duncan, ScD is an Associate Professor in the Department of Epidemiology at Columbia University Mailman School of Public Health, where he directs Columbia’s Spatial Epidemiology Lab and co-directs the department’s Social and Spatial Epidemiology Unit. Dr. Duncan is a Social and Spatial Epidemiologist. Dr. Duncan’s intersectional research focuses on Black gay, bisexual and other sexual minority men and transgender women of color. His work appears in leading public health, epidemiology, medical, geography, criminology, demography, and psychology journals. Working in collaborations with scholars across the world, he has over 150 high-impact articles, book chapters and books, and his research has appeared in major media outlets including U.S. News & World Report, The Washington Post, The New York Times and CNN. Dr. Duncan’s recent work has been funded by the National Institutes of Health, the Centers for Disease Control and Prevention, the HIV Prevention Trials Network, the Robert Wood Johnson Foundation, the Verizon Foundation, and the Aetna Foundation. He has received several early career and distinguished scientific contribution awards including from the Harvard University T.H. Chan School of Public Health and the Interdisciplinary Association for Population Health Science (IAPHS). In 2020, he received the Mentor of the Year Award from Columbia University Irving Medical Center’s Irving Institute for Clinical and Translational Research.

      • Dr. Easterling serves as the First Deputy Commissioner and Chief Equity Officer at the NYC Department of Health and Mental Hygiene (NYCDOHMH). Dr. Easterling has spent more than 5 years in a senior leadership role at the Health Department. Prior to serving as First Deputy Commissioner and Chief Equity Officer, Dr. Easterling served as Deputy Commissioner of the Center for Health Equity and Community Wellness at the NYC DOHMH, where he oversaw programmatic work focused on reducing overall premature mortality and closing the racial gap on the top leading causes of preventable death. He also served as the Assistant Commissioner of the Department of Health’s Bureau of Brooklyn Neighborhood Health, where he helped advance key programming to address pressing concerns, including maternal deaths and gun violence. Dr. Easterling is a community physician committed to health equity, social justice and movement building to achieve the health outcomes that all people deserve both locally and globally. Dr. Easterling holds a Bachelor of Science from Morehouse College (Atlanta, GA), a Doctor of Medicine (M.D.) from Rutgers-New Jersey Medical School, and a Master of Public Health (M.P.H) from Icahn School of Medicine at Sinai in New York.       • Regina Davis Moss is the associate executive director of the American Public Health Association. She oversees a broad portfolio of programs addressing the social determinants of health and has nearly 20 years of experience managing national health promotion initiatives addressing health equity, women’s health, and public health system capacity building. Formerly, Dr. Davis Moss held a senior management position for a chronic disease prevention effort for the National Institute of Health. Prior to that, she worked for the Kaiser Family Foundation where she helped launch the Kaiser Health News online information service and served as the senior producer. Dr. Davis Moss came to Kaiser after serving as a supervisor for an epidemiologic study focused on women’s reproductive health. She also served as a public health service fellow in the Office on Women’s Health for the U.S. Department of Health and Human Services. Dr. Davis Moss earned her Ph.D. in Maternal and Child Health from the University of Maryland, College Park; M.P.H. from George Washington University; B.S. from Howard University, and certificate in public health performance improvement from the University of Minnesota.

      • Consuelo H. Wilkins, MD, MSCI, Professor of Medicine, Vice President for Health Equity and Associate Dean for Health Equity, Vanderbilt University Medical Center, is a nationally recognized thought leader in health equity and in addressing the elimination of systemic inequities that impact the health and well-being of racial/ethnic minorities. As a community engagement research scientist, Dr. Wilkins has pioneered new approaches to engaging vulnerable, socioeconomically disadvantaged, and minority populations. She is Principal Investigator of three NIH-funded centers, the Vanderbilt-Miami-Meharry Center of Excellence in Precision Medicine and Population Health; the Center for Improving Clinical Trial Education Recruitment and Enrollment at CTSA Hubs; and the Vanderbilt Institute for Clinical and Translational Research. She is also PI of a Robert Wood Johnson Foundation award on engendering trust in health care among African American men. Dr. Wilkins earned a Bachelor of Science in microbiology and Doctor of Medicine from Howard University. She completed a residency in Internal Medicine at Duke University Medical Center and a Geriatric Medicine fellowship at Washington University School of Medicine/Barnes-Jewish Hospital.       • Marshall Chin, MD, MPH, is a general internist with extensive experience improving the care of vulnerable patients with chronic disease. He has worked to advance diabetes care and outcomes on the South Side through health care system and community interventions. He also leads initiatives to improve health strategies at a national level as director of the Robert Wood Johnson Foundation (RWJF)’s Finding Answers: Solving Disparities Through Payment and Delivery System Reform Program Office and Co-Director of the Merck Foundation’s Bridging the Gap: Reducing Disparities in Diabetes Care National Program Office. Dr. Chin performed many of the key research studies informing how to improve diabetes care and outcomes in federally-qualified health centers serving vulnerable populations with limited resources. His work over the past decade leading RWJF’s Finding Answers program led to the creation of the Roadmap to Reduce Disparities. Current projects include improving diabetes outcomes in real-world settings, reducing health disparities by transforming the way care is organized and paid for, enhancing care by facilitating partnerships between the health care system and other sectors such as food and housing, and improving shared decision making among clinicians and LGBTQ people of color. In addition to his clinical and research roles, Dr. Chin is a teacher and award-winning mentor, committed to providing opportunities for trainees. As co-director of the Summer Program in Outcomes Research Training (SPORT), Dr. Chin educates faculty, fellows and students about outcomes research methods — to better understand and improve quality of care. An expert in health care disparities in medicine, Dr. Chin frequently is invited to present his work at national conferences and serve on policy committees. He serves on the National Institute on Minority Health and Health Disparities National Advisory Council and Centers for Disease Control and Prevention (CDC) Community Preventive Services Task Force. He co-chairs the National Quality Forum (NQF) Disparities Standing Committee and is a former President of the Society of General Internal Medicine (SGIM). Dr. Chin was elected to the National Academy of Medicine in 2017.

  • Sandro Galea, a physician, epidemiologist, and author, is dean and Robert A. Knox Professor at Boston University School of Public Health. He previously held academic and leadership positions at Columbia University, the University of Michigan, and the New York Academy of Medicine. He has published extensively in the peer-reviewed literature, and is a regular contributor to a range of public media, about the social causes of health, mental health, and the consequences of trauma. He has been listed as one of the most widely cited scholars in the social sciences. He is chair of the board of the Association of Schools and Programs of Public Health and past president of the Society for Epidemiologic Research and of the Interdisciplinary Association for Population Health Science. He is an elected member of the National Academy of Medicine. Galea has received several lifetime achievement awards. Currently, Congresswoman Pressley serves on two powerful Congressional committees – the House Committee on Oversight and Reform and the House Committee on Financial Services– both of which have remained focused on legislatively addressing issues of care, concern, and consequence to the American people. Prior to being elected to Congress, she served on the Boston City Council for 8 years, and was the first woman of color elected to the council in its 100-year history.

      • Samantha Artiga serves as Vice President and Director of the Racial Equity and Health Policy Program at KFF. In this role, Ms. Artiga leads KFF’s work to provide timely and reliable data, information, and policy analysis on health and health care disparities affecting people of color and underserved groups and efforts to advance racial equity in health and health care. Her work focuses on the intersection of racism and discrimination, social and economic inequities, and health. She also has conducted extensive work related to the health and health care needs of low-income populations and immigrant families and previously served as Associate Director of KFF’s Program on Medicaid and the Uninsured. Ms. Artiga holds a master’s degree in health policy from the George Washington University.

      • Professor Williams, one of the most provocative intellectuals in American law and a pioneer of both the law and literature and critical race theory movements in American legal theory, holds a joint appointment between the School of Law and the Department of Philosophy and Religion in the College of Social Sciences and Humanities. She is also director of Law, Technology and Ethics Initiatives in the School of Law and the College of Social Sciences and Humanities. Professor Williams has published widely in the areas of race, gender, literature and law. Her books, including The Alchemy of Race and Rights (Harvard University Press, 1991), illustrate some of America’s most complex societal problems and challenge our ideas about socio-legal constructs of race and gender. Her work remains at the cutting edge of legal scholarship. Drawing on her prior interrogation of race, gender and personhood, Professor Williams’ current research raises core questions of individual autonomy and identity in the context of legal and ethical debates on science and technology. Her work in the area of health and genetics, for example, questions how racial formation is shaped by the legal regulation of private industry and government. Her work on algorithms grapples with the auditing function of technology in our everyday lives — shaping how we understand who we are.

      • Dr. Laura Magaña joined the Association of Schools and Programs of Public Health (ASPPH) as President and CEO in August 2017. Under Dr. Magaña’s leadership, ASPPH has continued to advance its mission to strengthen the capacity of members by advancing leadership, excellence, and collaboration for academic public health. During her tenure, ASPPH has significantly grown its global engagement, launched the academic public health leadership institute, and enhanced the voice of academic public health through advocacy efforts. Prior to joining ASPPH, Dr. Magaña dedicated more than 35 years to successfully leading the transformation and advancements of public and private universities in Mexico; educational organizations in the USA; United Nations programs; and NGO’s in Central America and Europe.       • Eliseo J. Pérez-Stable, M.D. is Director of the National Institutes of Health’s National Institute on Minority Health and Health Disparities (NIMHD), which seeks to advance the science of minority health and health disparities research through research, training, research capacity development, public education, and information dissemination. Dr. Pérez-Stable practiced general internal medicine for 37 years at the University of California, San Francisco (UCSF) before moving to NIH in September 2015. He was professor of medicine at UCSF and chief of the Division of General Internal Medicine for 17 years. His research interests include improving the health of racial and ethnic minorities and underserved populations, advancing patient-centered care, improving cross-cultural communication skills among clinicians, and promoting diversity in the biomedical research workforce. For more than 30 years, Dr. Pérez-Stable led research on Latino smoking cessation and tobacco control policy in the United States and Latin America, addressing clinical and prevention issues in cancer screening, and mentoring over 70 minority investigators. He has published over 300 peer-reviewed articles and was elected to the National Academy of Medicine in 2001.

About this Recording

Just over a year ago, the COVID-19 pandemic changed how our world operates. Stores closed, employees set up make-shift home offices, and ‘Zoom’ entered our common daily vocabulary. While many of us worked from home, frontline workers remained at work and faced extraordinary workloads, aiming to protect our health. This program will discuss the role of frontline workers in a crisis, and how we can best support and sustain essential personnel during challenging times.

  • Craig Andrade is Associate Dean of Practice and Director of the Activist Lab at Boston University’s School of Public Health (SPH) where he is serves to catalyze and encourage SPH’s public health practice portfolio locally and globally among all members of the school community, including faculty, staff, students, alumni, and community partners. He is also a member of the Dean’s Cabinet and the Governing Council and chairs the school’s permanent practice committee.
    Previously Dr. Andrade was the Director of the Bureau of Family Health & Nutrition (BFHN) at the Massachusetts Department of Public Health (DPH). BFHN’s programs include Early Intervention (EI), Pregnancy, Infancy and Early Childhood, Children and Youth with Special Health Needs, Women, Infants and Children (WIC) Nutrition Program, Home Visiting, Title V Maternal and Child Health Block Grant, Breastfeeding Initiative, Birth Defects Surveillance, Universal Newborn Hearing Screening Program, the Office of Data Translation and Birth Defects Research and Prevention. He also served as Director of the Division of Health Access at DPH, helped found the Racial Equity Leadership Team and Cross-Department Racial Equity Collaborative at DPH and was Associate Dean of Health and Wellness and Director of Student Health Services at Wheaton College in Norton, MA.
    He served as critical care, public health and ward nurse at Boston Medical Center; nurse manager and head athletic trainer at Buckingham Browne & Nichols School in Cambridge, MA; and was owner/operator of Active Health, a private health and fitness company. Craig is a registered nurse, athletic trainer, licensed massage therapist and strength and condition specialist with masters and doctoral degrees in public health from Boston University. His research interests include behavioral risk management and resilience-building among children, adolescents and young adults.

  • Lori Tremmel Freeman has been the Chief Executive Officer for the National Association of County and City Health Officials (NACCHO) since May 2018, having returned to the organization after previously served as its Associate Executive Director from 2010-2014.
    In the CEO role, Ms. Freeman works to ensure our country’s nearly 3,000 local health departments have the capacity to deliver essential health services to their communities, advocates for local public health within the U.S. governmental public health system, and assures strategic alliances and partnerships with a wide variety of federal, state, local, public and private agencies and organizations to advance the health of our nation. Prior to joining NACCHO, she served as Chief Executive Officer for the Association of Maternal & Child Health Programs (AMCHP) where she provided direction and leadership to protect and promote the optimal health of women, children, and families and actively advocated for sustainable and long-term funding for maternal, child, and adolescent health through the federal Title V grant program. While at AMCHP, she received the distinguished HHS Maternal & Child Health Bureau Director’s Award for noteworthy contributions to the health of infants, mothers, children, adolescents and children with special health care needs.
    Lori Tremmel Freeman is a career non-profit executive, having enjoyed three decades of working in senior association leadership and management roles. Lori Tremmel Freeman’s career includes holding additional CEO and senior leadership positions with the International Test and Evaluation Association (ITEA); Association for the Advancement of Medical Instrumentation (AAMI); the Society of Nuclear Medicine and Molecular Imaging (SNMMI); the American Public Health Association (APHA); and Grant Thornton LLP.   • Elizabeth Peralta works in the Food and Beverage industry where her mission is to create a sustainable and equitable food system. Peralta has served as the Executive Director of the National Supermarket Association (NSA), where she served to protect the interest of over 500 supermarket owners on the East Coast. It was there where she established White House contact, worked with legislators to pass bills, and created strong partnerships with partners like Lyft, Coca-Cola, Pepsico, and many others to help the most vulnerable New Yorkers. Because of her work before and during the COVID-19 pandemic to protect grocers and the food insecure Peralta was even nominated and selected to be on “City and State’s New York Power 100 list”. Before her time in the Food and Beverage Industry, Peralta was heavily involved in the nonprofit world, where she worked at several museums in New York City and Washington D.C., including the Smithsonian’s National Museum of African American History and Culture before it’s inaugural opening. In 2013, Peralta was awarded a fellowship at the Brooklyn Historical Society, where she researched, curated and developed programming on the common misconceptions of American slavery in New York. In her spare time Peralta proudly serves as the Chair of the Food Education Fund Junior Board, where she alongside the board, works hard to empower those students to be our Food industry leaders of tomorrow.

  • Prior to becoming the Director of School Health Services for the Massachusetts Department of Public Health, Karen spent thirteen years as the Director of Health, Safety and Equity Programs for the Northampton Public Schools, and had additionally functioned as the Program Director for the Northampton Prevention Coalition, which was federally funded to reduce youth substance use in the City of Northampton. Karen also currently serves her hometown as Chair of the East Longmeadow Board of Health. She received her Bachelor of Science in Nursing from Fitchburg State University, her Master’s in Nursing Management from Elms College, and her MBA, with a concentration in Healthcare Leadership, also from Elms College. Karen is a Nationally Certified School Nurse, a member of National Association of School Nurses/Massachusetts School Nurse Organization, and an inactive member of Sigma Theta Tau, Epsilon Beta chapter.

About this Recording

This presentation will describe the Racial Equity Data Road Map, a tool developed at the Massachusetts Department of Public Health to facilitate using data towards eliminating structural racism. Use of the Racial Equity Data Road Map can support programs to authentically engage communities; frame data in the broader historical and structural contexts that impact health; communicate that inequities are unfair, unjust and preventable; and design solutions that address racism and other root causes of inequities. Presenters will address common challenges related to using data to inform racial equity work, program monitoring, quality improvement and performance management.

  • Christine Silva, MPH is an Epidemiologist at the Massachusetts Department of Public Health. As the Director of the Massachusetts Maternal, Infant and Early Childhood Home Visiting (MIECHV) Program, Ms. Silva is responsible for all operational aspects of Massachusetts MIECHV including program operations, implementation, and adherence to federal grant and reporting requirements. She previously served as the program epidemiologist responsible for conducting analyses for the purposes of program monitoring and development, quality improvement, and evaluation of MIECHV. Ms. Silva is charged with demonstrating program effectiveness and measuring the impact of services for statewide evidence-based home visiting models. Ms. Silva received a B.A from Boston University and an MPH from the Boston University School of Public Health, and is a certified Lean Six Sigma Black Belt.

  • Sarah Lederberg Stone, MPH, PhD,is an Epidemiologist in the Division of Maternal and Child Health Research and Analysis at the Massachusetts Department of Public Health.  Dr. Stone supports the Massachusetts WIC Program (the USDA’s Special Supplemental Nutrition Program for Women, Infants and Children),with an emphasis on using data to promote health equity. She also plays a key role in drafting the annual Title V MCH Block Grant report and the five-year needs assessment to select state Title V priorities and develop structural and process measures.  Dr. Stone is a certified Lean Six Sigma Green Belt, and earned her MPH and PhD in Epidemiology from the Boston University School of Public Health, and completed a post-doctoral fellowship in MCH Applied Epidemiology through the Council of State and Territorial Epidemiologists.

    Barbara Olasov Rothbaum, PhD is Director of the Emory Healthcare Veterans Program. She is a professor and Associate Vice Chair of Clinical Research at Emory School of Medicine in the Department of Psychiatry and Behavioral Sciences and Director of the Trauma and Anxiety Recovery Program and holds the Paul A. Janssen Chair in Neuropsychopharmcology. Dr. Rothbaum specializes in research on the treatment of anxiety disorders, particularly PTSD. She was a member of the Institute of Medicine’s (IOM) Study on Assessment of Ongoing Efforts in the Treatment of PTSD, and briefed the DOD, VA, House and Senate Committees on Veterans Affairs and Armed Services Committees on the IOM report results. Dr. Rothbaum has been studying PTSD treatments since 1986 and has developed, tested, and disseminated some of the most innovative and effective treatments available for PTSD. She is an inventor of virtual reality exposure therapy. She was a pioneer in applying it in the treatment of PTSD in combat veterans. She has authored over 400 scientific papers and chapters, has published 11 books on the treatment of PTSD and edited 4 others on anxiety, and received the Diplomate in Behavioral Psychology from the American Board of Professional Psychology. She is a past president of the International Society of Traumatic Stress Studies (ISTSS), is currently on the Scientific Advisory Boards for the Anxiety Disorders Association of America (ADAA), National Center for PTSD (NC-PTSD), and the executive committee of the Warrior Care Network. She is a fellow of the ACNP (American College of Neuropsychopharmacology), the National Academy of Inventors (NAI), the Association for Behavioral and Cognitive Therapies (ABCT), and American Psychological Association’s Division 56 (Division of Trauma Psychology) and was awarded the 2010 “Award for Outstanding Contributions to the Practice of Trauma Psychology” for APA Division 56 and the Robert S. Laufer Award for Outstanding Scientific Achievement from the International Society for Traumatic Stress Studies (ISTSS).

    David Vlahov is associate dean for research and professor at the Yale School of Nursing and a professor of epidemiology at the Yale School of Public Health. His primary area of focus has been on urban health. His studies in Baltimore, Harlem, and the Bronx, which have served as a platform for subsequent individual, community, and policy intervention studies. This work has contributed new knowledge to promote health equity. Vlahov was the founding president of the International Society for Urban Health. He has been a visiting professor at the medical school in Belo Horizonte, Brazil, and served as an expert consultant to the World Health Organization’s Urban Health Center in Kobe, Japan. Vlahov is the editor-in-chief of the Journal of Urban Health, has edited three books on urban health, and has published over 654 scholarly papers. He was the principal investigator of the Rockefeller Foundation project on the Roundtable for Urban Living Environment Research on urban health metrics and a member of the WHO Knowledge Network for Urban Settlements as part of the WHO Commission on the Social Determinants of Health. Vlahov served on the New York City Board of Health, and is a member of the National Academy of Medicine currently serving on the institute’s Board of Global Health.

    Albeliz Santiago-Colón, Ph.D., is an Associate Service Fellow in the Research Planning & Care Integration Unit at the World Trade Center (WTC) Health Program, which is administered by the National Institute for Occupational Safety and Health (NIOSH), under the Centers for Disease Control and Prevention. The Program provides no-cost medical monitoring and treatment for certified WTC-related health conditions to those directly affected by the 9/11 attacks in New York, the Pentagon, and in Shanksville, Pennsylvania. Dr. Santiago-Colón assists with integrating research findings of the health impacts arising from the 9/11 attacks into the care and well-being of members. She recently coauthored a review article “World Trade Center Health Program: First Decade of Research” where she compiled and analyzed over two decades worth of research to support translational research. Within the Health Program, she specializes in uncovering knowledge gaps to inform future research needs. Before joining the WTC Health Program in 2019, she was an Oak Ridge Institute for Science and Education (ORISE) fellow at the Division of Field Studies and Engineering under NIOSH. While working as an ORISE fellow, she completed her dissertation on the association between maternal occupational exposure to polycyclic aromatic hydrocarbons and selected birth defects of the face and central nervous system using data from the National Birth Defects Prevention Study. Originally from Puerto Rico, she received a B.S. in Biology from the University of Puerto Rico and a Ph.D. in Epidemiology from the University of Cincinnati. Her training in epidemiology has focused on environmental health, maternal and child health, and occupational exposure assessment.

    Rachel Yehuda, Ph.D. is a Professor and Vice Chair of Psychiatry, and Professor of Neuroscience at the Icahn School of Medicine at Mount Sinai. She is also the Mental Health Director at the Bronx Veterans Affairs. Dr. Yehuda is a recognized leader in the field of traumatic stress studies and has authored hundreds of papers and 10 books in the field of traumatic stress and the neuroscience of PTSD. She is the recipient of numerous awards and federal grants. Her current interests include PTSD prevention and innovative approaches to treatment, the study of risk and resilience, epigenetics and the intergenerational transmission of trauma and PTSD. She is a member of the National Academy of Medicine and has recently established a Center for Psychedelic Psychotherapy and Trauma Research at Mount Sinai.

  • Jaimie L. Gradus is an Associate Professor of Epidemiology at Boston University School of Public Health and an Associate Professor of Psychiatry at Boston University School of Medicine. She received her BA in psychology from Stony Brook University, her MPH with a concentration in epidemiology and biostatistics and DSc in epidemiology at Boston University and her DMSc at Aarhus University. Dr. Gradus’s research interests are in the epidemiology of trauma and trauma-related disorders, with a particular focus on suicide outcomes. She was the winner of the 2009 Lilienfeld Student Prize from the Society for Epidemiologic Research for her paper on the association between PTSD and death from suicide in the population of Denmark. Dr. Gradus has been the recipient of multiple National Institute of Mental Health and foundation grant awards to conduct psychiatric epidemiologic research in both veterans and the general population.

    • Addressing the needs of diverse youths, adults, and families has been the primary focus of Dr. Jernigan-Noesi’s work as a clinician and scholar. She recognizes that not all traditional psychological approaches that serve to meet the needs of some, are effective for persons from all backgrounds. Dr. Jernigan-Noesi prides herself on the integration of context, culture, and social factors that may influence health and wellbeing. Clinically, Dr. Jernigan-Noesi has worked alongside a multidisciplinary team of health providers in inpatient and outpatient mental health, community, medical, and academic settings. She has extensive training in pediatric psychology and adolescent health, as well as specialized training in adult and family interventions. Dr. Jernigan maintains a private practice serving a diverse clientele with a range of clinical concerns including, but not limited to: treatment of eating and weight concerns, mood disorders, anxiety, trauma, grief and loss, relational concerns, and career coaching. She also provides couple counseling focused on major life transitions such as, marriage and parenting. Her approach to therapy utilizes an intersectional framework emphasizing the role of identity (e.g., racial identity, sexual identity, gender identity) and culture in mental health and wellbeing.

    • Dr. Renee M. Johnson is an Associate Professor and Vice Chair for Diversity, Equity, and Inclusion in the Department of Mental Health at the Johns Hopkins Bloomberg School of Public Health. She earned her MPH and PhD at the University of North Carolina Gillings School of Global Public Health, and conducted post-doctoral studies at Harvard TH Chan School of Public Health. At Hopkins, she is core faculty with the Center for Adolescent Health and the Center for Injury Research & Policy. Dr. Johnson has more than 100 publications addressing adolescent health, and is on the editorial board for JAMA Pediatrics. Her areas of expertise include: substance use among adolescents and emerging adults; violence and injury prevention; and evaluating the public health response to the overdose crisis. Much of her work addresses how adversity and social inequity shape behavioral health. She works with behavioral surveillance data (e.g., CDC’s Youth Risk Behavior Survey, SAMHSA’s National Survey on Drug Use & Health), as well as with morbidity and mortality data (e.g., State Unintentional Drug Overdose Reporting System, or SUDORS). Dr. Johnson is deeply engaged in training the next generation of public health professionals. She teaches a course on substance use epidemiology and directs a NIDA-funded training program for doctoral and post-doctoral students studying the epidemiology of substance use.

    • Emily Mendenhall, PhD, MPH is a medical anthropologist and Professor at the Edmund A. Walsh School of Foreign Service at Georgetown University. She has published widely at the boundaries of anthropology, psychology, medicine, and public health and is the inaugural co-editor-in-chief of Social Science and Medicine—Mental Health. Dr. Mendenhall led a Series of articles in on Syndemics in The Lancet in 2017, and was awarded the George Foster Award for Practicing Medical Anthropology by the Society for Medical Anthropology. She has published several books, including Rethinking Diabetes: Entanglements with Trauma, Poverty, and HIV (2019), Syndemic Suffering: Social Distress, Depression, and Diabetes among Mexican Immigrant Women (2012), and Global Mental Health: Anthropological Perspectives (2015).     • John R. Pamplin II is an “Assistant Professor/Faculty Fellow” in the NYU Center for Urban Science and Progress and with the Center for Opioid Epidemiology and Policy at the NYU Grossman School of Medicine. Dr. Pamplin’s research studies the consequences of structural racism and systemic inequity on mental health and substance use outcomes. His program of research includes work identifying the social and structural drivers of racial patterns in DSM diagnosed major depression, as well as work evaluating policy interventions for the opioid crisis in terms of their potential to either alleviate of exacerbate racial inequities in overdose and criminal legal system outcomes. Prior to joining NYU, Dr. Pamplin received his PhD in Epidemiology from the Columbia University Mailman School of Public health, where he was a predoctoral fellow in the Department of Epidemiology’s National Institute of Mental Health-funded Psychiatric Epidemiology Training program. Upon graduation, Dr. Pamplin received the Bill Jenkins Award (formerly the William Farr Award) for commitment to addressing the causes of social inequalities in health and promise in the field of Epidemiology. Dr. Pamplin also holds an MPH in Epidemiology from Columbia University, as well as a BS in Biology from Morehouse College, and currently serves as President of the Student and Postdoc Committee of the Society for Epidemiologic Research.

How can we better care for homeless and housing insecure individuals? What can we do to prevent homelessness?   • Marisol Bello has spent a career championing the stories and voices of people with lived experience, so they lead in creating the solutions that help every family thrive. First as a career journalist – most recently at USA TODAY – telling the stories of families working to make ends meet, and then in the nonprofit world, where she led narrative strategies to change hearts and minds about those living on the brink and move people to action. A first generation American from a Caribbean family full of colorful storytellers, Marisol is originally from the Bronx and yes, she is a Yankees fan.     • Donald Whitehead is one of the country’s leading experts on Homelessness. Donald serves as the Executive Director of the National Coalition for the Homeless and is also one of the co-founders of Racial Equity Partners. Donald’s career includes 28 years of service that has spanned every facet of homeless service from outreach to Executive Director. Donald has served on many organizational boards, including two terms as President of the board of Directors for the National Coalition for the Homeless, two on the Board of Directors for Faces and Voices of Recovery, and two on the Georgetown Center for Cultural Competency. Donald served two terms on The State of Maryland Drug and Alcohol Policy Council, The Baltimore Ten-Year Planning Committee to end Homelessness and The Cincinnati Continuum of Care Board. Donald was one of only 100 advocates invited to the first National Symposium on Homeless Research. Donald testified before committees in the 107th and 108th Congress. Donald, along with members of the staffs of the offices of Representatives John Conyers, Julie Carson, and Barbara Lee and the staff of the National Coalition, directed the creation and introduction of the “Bringing America Home Act, the most comprehensive legislation to date to address Homelessness in America. Donald provided policy advice to Presidents Bush, Clinton, Bush II, Obama, and Biden. In 2005, Donald received a distinguished service award for his work on Homelessness from the Congressional Black Caucus. Donald received a second award of Special Recognition from Congress in 2008. In 2011 Donald completed the prestigious American Express Leadership Academy. Donald has provided written and verbal testimony to the United States Congress and the United Nations, Donald has recently appeared on the Dr. Phil show and has been interviewed on numerous occasions in the printed media, radio, and television. Donald has been featured on CBS News, ABC News, FOX TV, CNN, MSNBC, and many local stations. Radio appearances have included CBS Radio, NPR, The Tavis Smiley Show, The Tom Joyner Morning Show and local stations throughout the US along with stations in Great Britain, Germany, Canada and Mexico. Donald has been a dinner guest of former President and Senator Bill and Hillary Clinton. Donald majored in Communications at the City College of Chicago, The University of Cincinnati, and Union College and University in Ohio. Donald served as a Journalist in the United States Navy. On a personal note, Donald is a stand-up comedian and actor. Donald has performed in six movies, multiple commercials, stage plays, and network television shows and has received a regional Emmy for a role in the movie “Open the Sky”. Donald lives with his beautiful wife, Tracy Whitehead, in Laurel, Maryland.

    • Rosanne Haggerty is the President and Chief Executive Officer of Community Solutions. She is an internationally recognized leader in developing innovative strategies to end homelessness and strengthen communities. Community Solutions assists communities throughout the U.S and internationally in solving the complex housing problems facing their most vulnerable residents. Their large scale change initiatives include the 100,000 Homes and Built for Zero Campaigns to end chronic and veteran homelessness, and neighborhood partnerships that bring together local residents and institutions to change the conditions that produce homelessness. Earlier, she founded Common Ground Community, a pioneer in the design and development of supportive housing and research-based practices that end homelessness. Ms. Haggerty was a Japan Society Public Policy Fellow, and is a MacArthur Foundation Fellow, Ashoka Senior Fellow, Hunt Alternative Fund Prime Mover and the recipient of honors including the Jane Jacobs Medal for New Ideas and Activism from the Rockefeller Foundation, Social Entrepreneur of the year from the Schwab Foundation, Cooper Hewitt/Smithsonian Design Museum’s National Design Award and Independent Sector’s John W. Gardner Leadership Award. She is a graduate of Amherst College and Columbia University’s Graduate School of Architecture, Planning and Preservation.

      Executive Director, National Coalition for the Homeless

    • Ann Oliva is CEO of the National Alliance to End Homelessness, a public education, advocacy, and capacity building organization dedicated to ending homelessness in the United States. A career veteran of homelessness and housing policy, she is recognized as one of the foremost experts on homelessness in the nation. In her role, Ms. Oliva works closely with members of Congress and the Administration, as well as with officials and advocates at the state and local levels. As part of that role, she also collaborates closely with Alliance partners to educate the public on the real nature of homelessness and its solutions, and to advance known best practices within the homeless services sector. Ms. Oliva previously served as Vice President for Housing Policy for the Center on Budget and Policy Priorities, and as a Senior Policy Advisor at the Corporation for Supportive Housing. Her distinguished career is also marked by a decade of federal service at the U.S. Department of Housing and Urban Development (HUD). During her 10-year tenure at HUD, Ms. Oliva successfully designed and implemented a variety of initiatives and programs, including homelessness prevention, supportive housing, and rapid re-housing programs, as well as a demonstration to end youth homelessness. In 2015, Ms. Oliva was named one of the 50 Most Influential Leaders in the department’s first 50 years, and was honored with the True Colors Fund’s True Leader Award. She was a finalist for a Samuel J. Heyman Service to America Medal (Sammie) in management excellence in 2011, and was part of an inter-agency team that won a Sammie for the team’s work on reducing Veteran homelessness in 2012.

  • Craig Andrade is Associate Dean of Practice and Director of the Activist Lab at Boston University’s School of Public Health (SPH) where he is serves to catalyze and encourage SPH’s public health practice portfolio locally and globally among all members of the school community, including faculty, staff, students, alumni, and community partners. He is also a member of the Dean’s Cabinet and the Governing Council and chairs the school’s permanent practice committee. Previously Dr. Andrade was the Director of the Bureau of Family Health & Nutrition (BFHN) at the Massachusetts Department of Public Health (DPH). BFHN’s programs include Early Intervention (EI), Pregnancy, Infancy and Early Childhood, Children and Youth with Special Health Needs, Women, Infants and Children (WIC) Nutrition Program, Home Visiting, Title V Maternal and Child Health Block Grant, Breastfeeding Initiative, Birth Defects Surveillance, Universal Newborn Hearing Screening Program, the Office of Data Translation and Birth Defects Research and Prevention. He also served as Director of the Division of Health Access at DPH, helped found the Racial Equity Leadership Team and Cross-Department Racial Equity Collaborative at DPH and was Associate Dean of Health and Wellness and Director of Student Health Services at Wheaton College in Norton, MA. He served as critical care, public health and ward nurse at Boston Medical Center; nurse manager and head athletic trainer at Buckingham Browne & Nichols School in Cambridge, MA; and was owner/operator of Active Health, a private health and fitness company. Craig is a registered nurse, athletic trainer, licensed massage therapist and strength and condition specialist with masters and doctoral degrees in public health from Boston University. His research interests include behavioral risk management and resilience-building among children, adolescents and young adults.

    • Rachel Sayko Adams, PhD, MPH is a Senior Scientist at the Institute for Behavioral Health at the Heller School for Social Policy & Management at Brandeis University and a proud alum of Boston University’s School of Public Health where she completed her Master’s in Public Health. She is a health services researcher with expertise examining co-occurring substance use and mental health conditions following traumatic brain injury in military/Veteran and civilian populations, with a particular focus on at-risk alcohol use and prescription opioid use. Dr. Adams is the Co-PI of the INROADS study at Brandeis, Intersecting Research on Opioid Misuse, Addiction, and Disability Services, which is examining the intersection between addiction, disability, and service provision in an effort to address the rise of opioid use disorders among people with disabilities, funded by the National Institute on Disability, Independent Living, and Rehabilitation Research. She is a MPI of an R01 from the National Institute of Mental Health which is integrating data from the Department of Defense and Veterans Health Administration to enhance suicide prevention efforts for military members returning from deployments using machine learning. Dr. Adams has an appointment as a health services researcher with the Veterans Health Administration Rocky Mountain Mental Illness Research Education and Clinical Center in Aurora, Colorado.

    • Dr. Jennifer Sumner is a clinical psychologist and Assistant Professor of Psychology at the University of California, Los Angeles (UCLA). She is the Director of the Sumner Stress Lab at UCLA, and her program of research lies at the intersection of the psychological and physical health consequences of trauma exposure. The work of the Sumner Stress Lab examines how experiences of trauma and severe stress relate to accelerated aging and risk for chronic disease, with a particular focus on cardiovascular disease—the leading cause of death and disability worldwide. The goal of this research is to delineate the pathways by which trauma and severe stress get embedded under the skin to contribute to poor health and to use this information to develop targeted interventions to offset risk for adverse health outcomes after trauma. Dr. Sumner received her Bachelor’s degree in Psychology from Pomona College and her Masters and PhD in Clinical Psychology from Northwestern University. She completed her predoctoral internship program at the Charleston Consortium (Traumatic Stress Track) and received postdoctoral training as an Epidemiology Merit Fellow at the Columbia University Mailman School of Public Health. Prior to joining UCLA, Dr. Sumner was an Assistant Professor of Behavioral Medicine at the Center for Behavioral Cardiovascular Health at Columbia University Medical Center.

    • Marcela Howell is the president & CEO of In Our Own Voice: National Black Women’s Reproductive Justice Agenda, a national-state partnership with eight Black women’s Reproductive Justice organizations with a goal of lifting up the voices of Black leaders on reproductive rights, health and justice. An advocate and policy strategist, Marcela is recognized for her expertise in strategic communications, leadership development and policy forecasting. With over 40 years of experience advocating for reproductive justice and women’s empowerment, she is devoted to enhancing the role of Black women in national policy debates on issues that impact their lives. Marcela has testified before Congress on abortion access, reproductive rights and justice and the empowerment of Black women and has been quoted in numerous publications, including Newsweek, Washington Post, Ms. Magazine, Blavity, and Essence Magazine. Marcela is the author of Walk in My Shoes: A Black Activist’s Guide to Surviving the Women’s Movement, a collection of inspirational essays to help young Black women navigate the women’s movement and empower them to become leaders in the fight for reproductive justice.

    • Dr. May Sudhinaraset, PhD is an Associate Professor in Community Health Sciences in the School of Public Health at UCLA. She is trained as a social epidemiologist from Johns Hopkins Bloomberg School of Public Health. Her research focuses on understanding the social determinants of migrant, adolescent, and women’s health both globally and in the US. Her work centers around three complementary streams of work: (1) social and cultural contexts of vulnerable adolescents and women; (2) global women’s health and quality of service delivery; and (3) social policies and immigration in the US. Her global work includes women’s experiences during childbirth, family planning, and abortion services, development of quality improvement interventions in Kenya and India, and large-scale maternal and child health evaluations in Myanmar. She currently is Principal Investigator of the BRAVE Study (Bridging communities Raising API Voices for health Equity), the first study to assess the health status and health care utilization of undocumented Asian and Pacific Islander young adults. Using community participatory approaches, this study explores the impact of social policies, including Deferred Action for Childhood Arrivals, on the social and health outcomes of undocumented young adults. She has collaborated with institutions and researchers in Myanmar, Kenya, India, Thailand and China.

    • Dr. Monica R. McLemore is a tenured professor in the Child, Family, and Population Health Department and the Interim Director for the Center for Anti-Racism in Nursing at the University of Washington School of Nursing. Prior to her arrival at UW, she was a tenured associate professor at the University of California, San Francisco and was named the Thelma Shobe Endowed Chair in 2021. She retired from clinical practice as a public health and staff nurse after a 28-year clinical nursing career in 2019, however, continues to provide flu and COVID-19 vaccines. Her program of research is focused on understanding reproductive health and justice. To date, she has 93 peer reviewed articles, OpEds and commentaries and her research has been cited in the Huffington Post, Lavender Health, five amicus briefs to the Supreme Court of the United States, and three National Academies of Science, Engineering, and Medicine reports, and a data visualization project entitled How To Fix Maternal Mortality: The first step is to stop blaming women that was published in the 2019 Future of Medicine edition of Scientific American. Her work has also appeared in publications such as Dame Magazine, Politico, ProPublica/NPR and she made a voice appearance in Terrance Nance’s HBO series Random Acts of Flyness. She is the recipient of numerous awards and currently serves as chair for Sexual and Reproductive Health section of the American Public Health Association. She was inducted as a fellow of the American Academy of Nursing in 2019. She became the Editor in Chief of Health Equity Journal in 2022.

    • Elizabeth M Armstrong is an Associate Professor in the Department of Sociology with joint affiliations in The Princeton School of Public and International Affairs and the Office of Population Research. Her research interests include public health, the history and sociology of medicine, risk in obstetrics, and medical ethics. She is currently conducting research on diseases and agenda-setting, and on fetal personhood and the evolution of obstetrical practice and ethics. She is the author or coauthor of articles in Health Affairs, Social Science and Medicine, Journal of Marriage and the Family, International Family Planning Perspectives, and Studies in Family Planning and is the author of Conceiving Risk, Bearing Responsibility: Fetal Alcohol Syndrome and the Diagnosis of Moral Disorder (Johns Hopkins University Press, 2003). She was a Robert Wood Johnson Foundation Scholar in Health Policy Research at the University of Michigan from 1998-2000. Ph.D. University of Pennsylvania.

    • Dr. Challacombe qualified as a clinical psychologist from the IOPPN, King’s College London in 2005. After working in clinical practice she gained a Peggy Pollak research fellowship from the Psychiatry Research Trust and completed a PhD at King’s College London in 2014. Her research examined the impact of perinatal obsessive-compulsive disorder on women and children. She conducted the first randomised controlled trial of CBT for postpartum OCD, investigating treatment effects on anxiety and parenting. She joined the Section of Women’s Mental Health at the IOPPN in 2017 and gained an NIHR fellowship to investigate treatments for perinatal anxiety disorders in 2018. She is a senior clinician at the Maudsley Centre for Anxiety Disorders and Trauma (CADAT) where she has developed and leads a sub-service for parents with anxiety disorders. She is author of the self-help book Break Free from OCD and a therapist treatment manual CBT for OCD.
